Background & Job Description

The United Nations Development Programme (UNDP) has been a pivotal partner to Cuba in promoting sustainable economic development, innovation, and public-private collaboration. Since 2020, UNDP Cuba has implemented a new Cooperation Program (CPD) aligned with the government’s priorities through 2024, emphasizing productive transformation in sectors critical to national development.

Within this framework, UNDP supports macroeconomic and microprogram interventions, assisting government initiatives and emerging economic actors such as cooperatives and micro, small, and medium enterprises (MiPyMEs). The focus extends to food security and other high-priority sectors, aligning with Cuba’s decentralization policies aimed at strengthening territorial economic development.

The Project Associate role is positioned in the Productive Transformation Team, under the Governance and Productive Transformation area. The associate will provide comprehensive support—substantive, administrative, logistical, and financial—to ensure smooth implementation, monitoring, and reporting of projects. Working under the supervision of the National Project Officer, the Project Associate will liaise closely with analysts, assistants, and other team members to guarantee project efficiency and impact.

This role requires a blend of project coordination, financial administration, and stakeholder engagement skills, offering the opportunity to contribute to UNDP’s transformative programs in Cuba.

Tasks

The Project Associate will undertake a range of responsibilities aligned with UNDP policies and project objectives:

1. Project Implementation Support

  • Assist the project team in planning and implementing activities effectively.
  • Collect and summarize data for work plans, budgets, agreements, and project documentation.
  • Ensure the quality of deliverables from consultants, beneficiaries, and contractors; report findings to supervisors.
  • Maintain adherence to UNDP Project Operational Policies and Procedures (POPP) and Standard Operating Procedures (SOPs).
  • Integrate gender equality considerations into project activities and data collection.
  • Provide administrative and logistical support, including organizing events, coordinating procurement, maintaining project records, and supporting recruitment activities.

2. Partnership & Resource Mobilization Support

  • Establish and maintain collaboration with UN agencies, government institutions, NGOs, tertiary institutions, and other relevant stakeholders.
  • Update databases of stakeholders, partners, and development actors associated with the project.
  • Ensure effective communication and coordination with project counterparts, stakeholders, and beneficiaries.
  • Support knowledge dissemination, visibility of project activities, and stakeholder engagement.
  • Conduct horizon analyses and identify resource mobilization opportunities in consultation with supervisors.

3. Financial Management Support

  • Assist in processing payments and reviewing supporting documents.
  • Manage payments and reimbursements through UNDP’s Quantum system.
  • Support procurement processes for goods and services according to UNDP and donor rules.
  • Prepare financial reports and assist in audits.
  • Guide partners in proper financial management practices.

4. Monitoring, Evaluation & Reporting

  • Support the project’s monitoring system, ensuring timely feedback and high-quality progress reports.
  • Collect, analyze, and present data to track implementation against project objectives.
  • Identify implementation gaps and propose corrective measures.
  • Assist in field visits, missions, workshops, roundtables, and conferences.
  • Contribute to risk management and mitigation documentation.
  • Monitor expenditures against the budget and provide insights for adjustments.

5. Knowledge Management & Capacity Development

  • Participate in and organize training sessions on internal procedures.
  • Support capacity-building initiatives, including designing and delivering workshops and tools.
  • Facilitate knowledge sharing, capturing lessons learned, and distributing project tools and products.
  • Contribute to networks and communities of practice at national and regional levels.

Qualifications

Education & Certification

  • High school certificate required.
  • Bachelor’s degree in Public Administration, Project Management, Economics, or related fields is preferred but not mandatory.

Experience

  • Minimum of 6 years of project implementation experience with a high school certificate, or 3 years with a university degree.
  • Proven experience in project management processes, procurement procedures, and financial execution of donor-funded projects.
  • Experience using Microsoft Office and managing databases.
  • Familiarity with projects financed by the European Union or implemented by UN agencies.
  • Knowledge of food security, agro-food sector development, or productive transformation projects is an asset.
  • Skills in report writing, monitoring tools, and data analysis.
