The AVP Economic Growth and Private Sector Engagement (EGPSE) role is positioned within CARE’s Women and Girls Program Team, supporting the strategic growth and operationalization of CARE’s inclusive economic development and private sector engagement agenda. This position is based in Atlanta, GA, with potential involvement in Washington, DC, and requires up to 30% travel to support global initiatives.
As an executive leader, the AVP will shape CARE’s thought leadership, scale initiatives for micro and small enterprises, particularly women-led and youth-driven ventures, and embed private sector collaboration into CARE’s development framework. This role also contributes to the CARE International Economic Growth Impact Area Strategy and leads the Growth Pillar of CARE USA’s strategic plan.
Key Responsibilities
1. Strategic Leadership and Vision
- Define and execute an integrated strategy for economic growth and private sector engagement, aligned with CARE’s mission.
- Lead CARE’s Growth Pillar under the CARE USA Strategy.
- Position CARE as a global leader in inclusive economic growth, focusing on microenterprise development, financial inclusion for women, and market systems transformation.
- Translate global development trends such as impact investing and ESG into actionable strategies.
- Support the evolution of CARE International’s Economic Growth Impact Area Strategy.
2. Programmatic Innovation and Impact
- Guide the design, implementation, and scaling of initiatives for microenterprises, smallholder entrepreneurs, and youth-led businesses, especially in low- and middle-income countries.
- Integrate services such as financial products, digital literacy, market access, and social norms transformation into CARE programs.
- Scale flagship models such as IGNITE, STRIVE, VSLA Graduation, and Cocoa Ecosystem to promote systemic change and inclusive job creation.
- Support country offices in implementing Market Systems Development approaches.
3. Private Sector Engagement (PSE)
- Forge strategic partnerships with corporations, fintechs, impact investors, and social enterprises.
- Develop shared value propositions that integrate microenterprises into corporate and impact investor value chains.
- Manage partnerships in climate finance, DFIs, philanthropic foundations, and local financial institutions.
- Lead CARE’s Private Sector Engagement Community of Practice and support innovation in finance mechanisms.
4. Resource Mobilization and Donor Engagement
- Lead business development and fundraising efforts targeting bilateral, multilateral, philanthropic, and corporate donors.
- Design and structure investment vehicles that de-risk community projects while ensuring measurable social and climate impact.
- Develop multi-stakeholder investment models blending grant funding with catalytic capital.
- Collaborate with CARE country offices to secure funding for national and regional economic empowerment strategies.
- Partner with CARE’s Resource Development team to meet revenue targets across foundations, private sector, and philanthropic channels.

Qualifications and Expertise
Required Qualifications
- Advanced degree in Economics, Business, International Development, or related fields.
- 15+ years of progressive leadership in inclusive economic development, market systems, or private sector partnerships.
- Proven experience in designing and scaling large economic programs in global development or multinational organizations.
- Strong background in microenterprise development, women-centered financial inclusion, and market systems transformation.
- Deep understanding of private sector dynamics, ESG frameworks, impact investing, and corporate social responsibility strategies.
- Exceptional relationship-building and influencing skills across diverse stakeholders.
- Entrepreneurial mindset capable of translating vision into action in dynamic, resource-constrained environments.
Preferred Qualifications
- Experience across Africa, Asia, and Latin America.
- Familiarity with digital finance, fintech ecosystems, and youth entrepreneurship models.
Work Environment and Travel
- Location: Atlanta, GA, USA (with potential engagement in Washington, DC).
- Work Type: Full-time executive role.
- Travel: Up to 30% for global programmatic engagement.
- Salary Range: $157,342.07 – $230,562.22 annually (based on experience, education, and local labor costs).
